STRATEGIC MINERAL DEALS

123

A notable point of convergence between Ukraine and Pakistan is their focus on mineral deals. This relationship may not be immediately apparent; however, comparative and significant connections can be found. The United States is currently engaged in efforts to establish a mineral agreement with Ukraine, viewing this initiative as a potential mechanism for alleviating tensions with Russia. This strategic pursuit of mineral resources highlights the complexities of economic interdependence and geopolitical considerations that influence both nations.

US officials say boosting American business interests in Ukraine will help deter Russia from future aggression in the event of a ceasefire. Kyiv is pushing for concrete military and security guarantees as part of any deal to halt the three-year war.

It is evident that the United States has a significant interest in the region, a fact that Ukraine must take into account as it navigates the complex landscape of international relations and seeks to secure its own safety. In this particular environment, Ukraine is facing the difficult task of making strategic compromises for its protection. The United States, engaged in a high-stakes game, recognizes the critical importance of its involvement; their actions could shape the future balance of power in the face of Russian aggression at any moment. Moreover, the US gaze extends beyond Russia, casting a shadow over its relationship with Europe. The dynamics here are particularly delicate, especially when Trump took office which left lingering tensions and a sour taste in diplomatic exchanges between the two sides of the Atlantic.

In contrast to recent developments between the US and Ukraine, a few weeks ago, a US delegation visited Pakistan to explore investment opportunities in mineral resources. A two-day conference was held in Islamabad under government supervision. However, there had been prior concerns raised regarding the minerals legislation in Khyber Pakhtunkhwa (KP) and Balochistan. Although the issues were not extensively discussed, there was a rapid push to pass the bills in the respective provinces.

The Balochistan Assembly passed the bill with minimal discussion or consultation, which sparked strong reservations from parties like Jamiat Ulema-e-Islam (JUI) and Awami National Party (ANP). A show-cause notice was issued to their members of Parliament without consulting the core leadership of these parties, as the bill was considered controversial for them.

Meanwhile, the KP government has yet to pass its version of the bill, which has faced criticism even from its own members. The KP government has formed a committee to discuss the issue with Imran Khan, and once he approves it, the bill will be presented in the KP Assembly.

The recent bills have connections to the US delegation, which is also investing in the minerals of Khyber Pakhtunkhwa (KP) and Balochistan, regions known for their security challenges. This leads us to question the motivations behind this investment. The answer seems to be China's influence. The US aims to maintain a presence in the region, possibly through mineral investments.

Initially, Pakistan sought to collaborate with China in counterterrorism efforts in KP and Balochistan. Pakistan requested China to enhance security cooperation by supplying surveillance equipment, military hardware, or even partially funding a comprehensive military operation. However, China did not provide a positive response.

It remains uncertain how deeply China will engage in counterterrorism cooperation, particularly due to threats from groups like the Baloch Liberation Army (BLA), the Tehrik-i-Taliban Pakistan (TTP), and others targeting Chinese interests, which contribute to regional instability. China is concerned that an unsafe neighborhood increases the risks of transnational terrorism and diverts its strategic and political focus, negatively impacting its geo-economic objectives.

If the US truly wants to invest, then Khyber Pakhtunkhwa (KP) and Balochistan will not only be used as economic zones but also as strategic zones against China, Afghanistan, and Iran. The US and Pakistan can collaborate on counterterrorism efforts, addressing both internal issues and enhancing surveillance across borders. Pakistan is in need of assistance, as the situation is worsening due to the increasing prevalence of cross-border terrorism.
